Banks are crucial in transitioning to a low-carbon economy through financing and investment solutions for sustainable and climate adaptation projects. The International Finance Corporation will provide a regional overview of sustainable financing opportunities in the region. We will discuss sustainable finance transactions in the region, including those that combine climate and social goals.

Speakers
Carla is an experienced sustainability professional with 20 years in international development across mining and infrastructure investments in Latin America and Africa. She has an extensive record of delivering advisory solutions around diversity, inclusion, and climate. Carla holds a bachelor’s degree in food science engineering and a master’s in development studies from the Institute of Social Studies in the Netherlands. Prior to IFC, Carla worked for Peru’s Ministry of Finance in the evaluation of rural development projects.
Oxana Megglé is leading sustainable finance and corporate climate advisory work at the Global Infrastructure department of International Finance Corporation (World Bank Group). She has 17 years of combined experience in investment banking and sustainable finance, in the areas of natural resources, infrastructure and green industries. Prior to joining IFC, Oxana worked as a Director with Mining, Metals and Industries division at Société Générale CIB where she supported advisory and financing activities aimed at advancing energy transition and circularity of hard-to-abate sectors. She currently supports private sector clients in emerging markets with accessing sustainable finance by helping to mature and deploy their corporate ESG strategies. Oxana is a graduate of Bowling Green State University (United States), HEC, Paris and Ecole des Mines, Paris.

Natalia Dias has 30 years of experience in Investment Banking, both in Brazil and in the United States, with an emphasis on Capital Markets, Syndicated Loans, Project Financing, Debt Restructuring and Customer Relationships.
Currently on garden leave, Natália serves on the advisory boards of Din4amo Impact Venture Building, the Blended Finance Receivables Investment Fund (FIDC) Estímulo and the Imagine Brasil initiative by Fundação Dom Cabral.
She worked until 05/2024 as Director of Capital Markets and Sustainable Finance at BNDES – Brazil’s National Bank for Economic and Social Development, leading the areas of Capital Markets, Fundraising, International, Investor Relations, and Credit Restructuring.
She served as CEO of Standard Bank Brasil and as a member of the Executive Committee of Standard Bank International from 2018-2023, as well as Director of Energy and Infrastructure at Standard Bank Group for Latin America from 2012-2023.
Prior to that, she held different leadership positions in Investment Banking at global financial institutions, including JP Morgan Chase, Bank of America Merrill Lynch, ING Bank and Banif Investment Banking.
She also served as coordinator of the Real Estate Receivables Certificates Committee of the Brazilian Association of Financial and Capital Market Entities (ANBIMA) between 2010-2015.
Natalia has a degree in Public Administration from Fundação Getúlio Vargas and a specialization in finance from the Amsterdam Institute of Finance.
She is a certified Board Member by Fundação Dom Cabral (29th Cohort, 2019) and a certified board member in ESG (Environmental, Social and Governance) aspects by the ESG Competent Boards Global Designation and Certificate Program (Canada, 2022). She also participated the 5th Cohort of PDeC – a Board Diversity Program sponsored by B3, IBGC, IFC, Spencer & Stuart, WCD (Brazil, 2020/21).
José Tomás Regalado Papini has been a key advocate for sustainable development and corporate social responsibility in El Salvador for the past 25 years, particularly through his leadership roles at the Business Foundation for Social Action (FUNDEMAS) and the Sugar Foundation (FUNDAZUCAR).
He holds a degree in International Relations from Georgetown University and a Master’s in Business Administration from the Pontificia Universidad Católica de Chile.
He actively collaborates with various societal sectors to promote sustainable development in El Salvador and is widely recognized in central America for his dedication to sustainability, dialogue, and intersectoral coordination. He is married and has three children.
Jocelyn Ann Black is Executive Director of Chapter Zero Chile, Alumni Network director of the Institute of Directors of Chile, Ambassador of the Ministry of Energy of Chile at the Global Initiative Equality in Energy Transitions, G100 Mission Million Equity & Equality, Mentor of Startup UDD Ventures, founder of INTRATtalent where she talks about Talent for Impact and she was recently named Advisory Board for the global Agents of Change initiative located in UK.
She has been working for over 15 years at energy and telecom sector in Chile and Brazil. She was director of the World Energy Council Chile and of the Latam Sustainability Leaders Network.
She recently graduated from Certification of Company Director at Institute of Directors IoD London, had the Effective Directors Program at Institute of Directors of Chile, MBA from the Adolfo Ibañez University of Chile (UAI) and studies in Strategic People Management, Sustainability, Marketing and Communications studied at Chile and Brasil.
Carlos Vargas is the Chief Sustainability Officer (CSO) and Executive Board Member at Grupo HYCSA. He is also a Professor of Finance at EGADE Business School at Tecnologico de Monterrey in Mexico and an Instructor of Sustainable Finance at Harvard University DCE. Additionally, he serves as a Board Member for the Global Research Alliance for Sustainable Finance and Investment (GRASFI), the Harvard Extension Alumni Association, and is a Steering Committee Member of the Impact and Sustainable Finance Faculty Consortium at Kellogg.
He recently published the book "Sustainable Finance Fundamentals" with Routledge. Vargas has authored financial editorials for influential newspapers and has been invited to guest lecture at the University of Massachusetts, Boston; Babson College; and several universities in Europe and Latin America. Vargas holds a Ph.D. from the University of Zurich, Switzerland, an MBA from IPADE Business School in Mexico, and an ALM in Sustainability from Harvard.
He has extensive experience in sustainable finance, renewable energy, financial analysis, business planning, development economics, and real estate finance. Previously, Vargas was the CFO for New Evolution Ventures Mexico, and COO for the Vertex Companies in the USA. He managed the real estate investment portfolio at BBVA Asset Management, Mexico, and implemented strategic plans for several shopping centres and department stores for Liverpool, Mexico.
